Evaluation Project

Quarterly Report

October 1, 2001

During the months of July 1 through September 30, 2001, the Enhancing and Supporting Positive Outcomes project, University of Missouri - Kansas City Institute for Human Development (UMKC-IHD) personnel continued its working relationship with University Outreach and Extension Division (U/OE) regional directors and staff.  Together they have built on the groundwork developed earlier in the project for meeting the primary project goal, objectives and outcomes of this project. Due to differing needs and levels of knowledge, the regions continue to be at different stages of meeting various objectives and outcomes of this project.

All IHD staff involved in the Supporting Positive Outcomes project met with Murray Hardesty and Pat Sobrero.  Dr. Hardesty and Ms. Sobrero outlined the program development logic model that all UOE staff will begin using and how it will enhance the evaluation activities of UOE and IHD staff.

PROJECT GOAL

The goal of Enhancing and Supporting Positive Outcomes is to provide evaluation resources and support to the University Outreach and Extension Division.

OBJECTIVE ONE

Identify the evaluation needs of the faculty and staff through an extension survey process

§         Completed prior to this quarter.

OBJECTIVE TWO

Provide training to U/OE faculty and staff on evaluation issues.

§         September 10 and 11 - Dr. Calkins, Vim Horn and Dr. Boulden facilitated a Professional Development Experience in Columbia, Missouri on the program planning logic model (See Appendix 1 for agenda).

OBJECTIVE THREE

Assist one major educational program in each of the eight regions throughout the year period from conceptualization to report writing.

§         Central Region – Dr. Calkins and Kellie Ellerbusch met with the Ag staff to finalize the second draft of the tax management survey.  Ag staff will distribute the survey through the summer and submit the data to IHD staff late this year for analysis.

§         NE Region – The Estate and Retirement Planning team submitted evaluation criterion checks for each of the training modules to IHD staff for review.  Dr. Calkins and Kellie Ellerbusch reviewed the questions and e-mailed comments back to the team members.

§         NW Region – Dr. Calkins and Kellie Ellerbusch met with Glen Easter, NW Regional Director to discuss evaluation of an international leadership training program (EGRET).  Mr. Easter described the program and the group discussed the content of a survey of past participants.

§         NE Region – Dr. Calkins and Kellie Ellerbusch met with the Estate and Retirement Planning team in Macon, Missouri to continue development of the training curriculum.  The criterion check questions developed last week were used to fine-tune the training modules, keeping outcomes at the forefront of the curriculum development process.  Plans were developed for the pilot run of this program on December 10 and 11 in Kirksville, Missouri.

§         EC Region – Dr. Calkins and Kellie Ellerbusch met with Bud Reber, Regional Director, to discuss the progress of the Evaluation project in his region, particularly the Construction Trades Academy program.  The group also discussed the new program development logic model and other evaluation projects he would like IHD to assist with in the future.

§         NE Region – Dr. Calkins and Kellie Ellerbusch participated in a telephone conference with Nancy Flood, Leann Spengler, and Deb Whiston, all NE Region Specialists, regarding the activities of the team meeting on August 13 (Ms. Flood and Ms. Spengler were unable to attend that meeting).  Their criterion check questions were reviewed in relation to their curriculum and both were fine-tuned with outcome evaluation tools developed.

OBJECTIVE FOUR

Provide resources and technical assistance to faculty and staff through Internet tutorials and other resources related to evaluation.

Create a website to contain resource materials.

§         The project website has been updated and maintained on a regular basis and includes links to each of the UO/E Region’s website.

Provide Region based topical reports and literature reviews.

Establish an Extension evaluation message board.

§         The internet message board continues to be hosted/staffed by Dr. Walt Boulden.

OBJECTIVE FIVE

Provide additional evaluation expertise, upon request, with available financial support.
